This is an operator’s tower protecting the crossing of the N&W and the South- ern railways. This photo appears to have been taken during the construction of the Williams Viaduct, the Cabell Street extension of which is visible on the right. The little building was apparently demolished for the bridge construc- tion, and replaced by a nearby brick structure that still stands at the skate park on Jefferson Street.
