Of the taxes unpnid on the levy of 1866 and 18G7 it is almost certain a lnrge proportion cannot now be collected; and your Com- mittee desires to impress upon the Council theitĀ· conviction that, stringent measures must be used to enforce upon the Collector the prompt and literal observance of !he ordinances in regard to his duly, if we would :woid disaster to the city credit. With prudence nud energy on the pnrt of those entrusted with affairs, the burden~ may be lightened and our obligations met without difficulty. Thi~ report ::;bows delinquents at the end of the') fiscal year ar punting to 8;)8,i4-3.25. No argument beyond this mere statement is neces~ar.} to show that great injustice is done to those wl1o pay by the non- execution of law upon those who do net. The Committee, there- fore, recommend that the Council notify the Collector tl1n.t he will be held strictly accountable for the prompt exercise of all the power.-; o~ collt'ction conferred by the law and the ordinances.
